Margaret Davis

CEO TCIS
Margaret Davis is the Chief Executive Officer (CEO) of the Texas Council for International Studies. She holds a B.A. and M.S. from Baylor University and has completed graduate institutes at the Harvard Graduate School of Education. She served on the Board of Texas IB Schools and has more than a decade of experience, as an administrator and a consultant, in the implementation of IB programs at public and private schools.

Dr. Courtney Gober

Chief of Operations Longview
Dr. Courtney Gober is the Chief of Operations for Longview bringing more than 25 years of experience as a transformational educational leader across Texas public school systems. A former assistant superintendent and cabinet-level executive, he has a proven track record of building high-performing, student-centered organizations, leading large-scale strategic initiatives, and supporting school turnaround efforts. Known for his collaborative leadership and commitment to equity and community engagement, Dr. Gober has extensive expertise in International Baccalaureate programs and district operations, positioning him to support Longview ISD in advancing its strategic priorities and improving outcomes for all students.

D'Les Gonzales

Chief of Operations for San Antonio
Ms. Gonzales serves as Chief of Operations for San Antonio for TCIS bringing over 27 years of extensive experience as a teacher, principal, and district instructional leader. She currently leads operational strategy, systems development, and cross-functional alignment across the TCIS network, with a strong focus on improving instructional quality and campus performance. Known for her collaborative leadership and expertise in International Baccalaureate programs, she has a proven track record of driving school improvement, supporting leaders, and building sustainable systems that enhance student outcomes.

Dr. Matt Weber

TCIS San Antonio Chief of Schools
Dr. Matt Weber is the TCIS San Antonio Chief of Schools. Dr. Weber served as SAISD’s Deputy Superintendent for five years before retiring in July 2019. TCIS was determined to find a dynamic and experienced leader who will be able to navigate the SAISD system and provide the necessary support for our campuses. Dr. Weber lives locally, has SAISD executive level experience, has worked with 1882 and IB schools, has experience with principal supervision, and will be an excellent advocate for all of our campuses when working with the Office of Innovation and SAISD. Dr. Weber has diverse and extensive experiences as an educator and leader.

Melanie Hamilton

Longview Chief of Schools
Melanie Hamilton is the TCIS Chief of Schools for Longview ISD, bringing extensive experience in administrative leadership and educator development. She holds a Bachelor’s degree in Accounting, a Master’s in Educational Leadership, and a Superintendent Certification. Before joining Longview ISD in her current role, Melanie served as a Coordinator in the Center for Effective Schools (CES) at Region 7, where she was the T-TESS appraisal lead and specialized in administrative leadership development, Texas Instructional Leadership (TIL) training, coaching, and Student Learning Objectives (SLO). She is a certified trainer in T-TESS, T-PESS, and Advancing Educational Leadership (AEL) and has served as a campus principal and district math specialist. With a deep commitment to instructional excellence, Melanie is dedicated to building the leadership capacity of principals and improving student outcomes.

John Wink

Consultant for Business Services
John Wink serves as the Chief of Schools for the TCIS campuses in Longview ISD. He is a nationally renowned author, presenter, and leadership consultant. His work as a school improvement leader and practitioner has garnered some of the highest accolades in state accountability. His work and writing about Excellence in Every Classroom have transformed numerous campuses and school districts into high performing schools, and his simplistic approaches to saving and supporting teachers have generated national notoriety.

Lindsay Bruehl

Bookkeeper
Lindsay Bruehl has worked for TCIS as the bookkeeper for five years. She is an experienced financial analyst with six years of experience in the oil and gas industry. She has worked the last twenty years as a bookkeeper in various industries. Her passions are reading, writing, and education advocacy. She has a Finance degree with a Commercial Bank Management minor from Oklahoma State University, and she has a Master of Divinity degree from Perkins School of Theology where she helped found the Baptist House of Studies that is now in place at the institution.

Karen Rose

San Antonio School Leadership
Hi, my name is Karen Rose. In August 1990, I joined the SAISD family as a teacher at Highland Park Elementary. I worked my way up from teacher to Curriculum Specialist to Assistant Principal to Principal in 2008. My greatest years as a Principal were from 2017 to 2021 at Woodlawn Academy as a Principal of an International Baccalaureate campus. The student-centered philosophy of the IB were both challenging and rewarding. After 31 years in SAISD, I am retired and work part-time with TCIS as a Principal consultant to strengthen the SAISD IB campuses.

Georgia Mayo

Multimedia Specalist
Georgia Mayo has been in Education for over 20 years. She holds a Business degree with an emphasis in Computer Education and Cognitive Systems. She currently serves on the Texas State Board for Business Professionals of America student organization. Georgia is the consultant for TCIS as the Multimedia Designer.
