Karen Phillips is the founding Executive Director of Texas IB Schools (TIBS). She holds a B.A. from the University of Texas at Arlington and a M.Ed. from the University of North Texas. She has served on multiple boards including the Commissioner’s Council for Gifted and Talented and currently serves on the Board of ConnecTeach.
Dr. Courtney Gober, Ed.D.
TCIS San Antonio ISD Liaison
Courtney Gober earned a B.A. from Morehouse College, a M.A. from The University of Michigan, and a Ed.D. from The University of North Texas. He currently serves as Assistant Superintendent for a Dallas area school district and as a Southwest Regional Council member for the College Board. He is a past board member for Texas IB Schools.
Longview Executive Director
Linda Buie is the TCIS Executive Director for Longview ISD and International Baccalaureate® Head of School at Longview High School. As a lifelong resident of Longview, Ms. Buie has been an educator with the Longview ISD for her entire career. She also serves on the Board of Texas IB Schools. She received her B. A. from the University of Arkansas and an M. A. and M.Ed. from the University of Texas at Tyler.
Coordinator of Curriculum Instruction
Leah Trainham is a native of Austin and has spent most of her teaching career in IB schools, working with Middle Years and Diploma Programs. She holds a BA in History from the University of Texas and is a distinguished alumnus of the Uteach Liberal Arts Program. In addition, Ms. Trainham holds an MA in History from Texas A&M University
San Antonio Director of School Operations
Ms. Gonzales is the San Antonio Director of Operations of the Texas Council for International Studies. She holds a B.A. from the University of Texas at San Antonio and a M. Ed. from Concordia University of Texas. She is an experienced teacher and administrator. Her leadership positions include campus Principal and district Instructional Leadership Senior Advisor to the Assistant Superintendent for IB
Director of Business Operations
Doyle Vogler is the Associate Superintendent for Teaching in Learning in Lubbock ISD. He is a graduate of West Texas A & M University, Texas Tech University, and Lubbock Christian University. Heholds a BS in Mathematics, a Masters in Mathematics and Biology as well as a Masters inEducational Leadership. He has served as a secondary math/biology teacher, a high school assistant/associate principal, and a high school principal for multiple years. His Texas certifications include: secondary math, secondary biology, mid management, and superintendent. Prior to working in education, he was an actuary for the United States Department of Agriculture where he worked with team members to set crop insurance rates. Heserves on several boards including Community in Schools, Volunteer Center of Lubbock, and he serves the treasurer for Texas International Baccalaureate Schools.
Janet Bubert is an attorney with the Underwood Law Firm, P.C. She received her J.D. (magna cum laude) from Southern Methodist University Dedman School of Law in 2002 and is an honors graduate with a Bachelor of Science in Advertising from The University of Texas at Austin. She focuses her practice on representing the boards of numerous independent school districts, charter schools, universities, community colleges and education foundations. Ms. Bubert serves on the Board of Directors for Mayfest Inc. and is a graduate of Leadership Fort Worth.
